SCIP is the database for information on Substances of Concern In articles as such or in complex objects (Products) established under the Waste Framework Directive (2008/98/EC).

SCIP

- aims to ensure that the information about substances of very high concern (SVHCs) on the Candidate List is available throughout the whole life cycle of products and materials, including at the waste stage;
- encourages substitution of these hazardous substances by safer alternatives in the production of articles; and
- contributes to a better circular economy by helping waste operators ensure that such hazardous substances are not present in recycled materials.

Welcome to the SCIP Database. Here you will find public details from all SCIP notifications for articles sent to ECHA. Notifications are presented firstly as rows in the results table, under the tab "Articles Notified" – one row per article notified. For each row there is also an 'eye' icon leading to fuller details.

SCIP notifications can cover discrete articles (a screw or cog) or complex objects (a car). Notified complex objects can contain information on other complex objects (e.g. an engine, a gearbox) and articles that can be connected in a hierarchy e.g. car > power train > engine > cog.

The articles notified in the SCIP Database are those which:

contain a substance of very high concern (SVHC) included in the Candidate List (whether in themselves or in a component article);
at a concentration above 0.1% weight by weight (w/w); and
were on the EU market after 1 Jan 2021.

How to search

The search for articles is divided into logically separated blocks of related search filters. Note that the search works so that if you provide filters in different blocks, then the results returned must match the filters in block 1 AND those in block 2 etc.

Searches will be conducted on the data included in SCIP notifications – i.e. on the articles, complex objects (products) and their components that are placed on the EU market. More information about the information reported on SCIP is available at https://echa.europa.eu/scip-support.

The term 'top level entity' is used to refer to the immediate subject of a SCIP notification – the article as such or the complex object placed on the market – to distinguish them from articles and complex objects which are not themselves notified but are only included as part of the hierarchy inserted in a notification.

Note that the article identity and article category search functionalities provide results based only on the identifiers and categories of the top level entity.

The search filters available are:

Article identity

Search by article name or other names, or numeric and alphanumeric identifiers, assigned by the supplier that may appear, for example, on the article or complex object (product) label or in catalogues.

Article Category

Search based on the article or complex object’s function or use, i.e. a commonly understandable name or description from a harmonised list based on the integrated Tariff of the European Union – TARIC – list. The TARIC list incorporates the Combined Nomenclature (CN) codes and descriptions as set out in Annex I to Council Regulation (EEC) No 2658/87 and the specific TARIC sub-headings). Material category

Search based on the material the article is made of (article matrix) where the Candidate List substance is present. The list of material categories is established by ECHA and is available at https://echa.europa.eu/scip-support.

Mixture category

Search based on the mixture category, which refers to the solid material incorporated in articles as a result of using a mixture (e.g. adhesive, solder, coating material). The mixture category identifies a mixture containing the Candidate List substance incorporated in a further processing step (e.g. coating) of the article or incorporated when joining or assembling two or more articles in a complex object (e.g. adhesive, solder).

The mixture category may also be used for objects that are regarded as articles containing an integral substance or mixture (e.g. to refer to the liquid containing a Candidate List substance in a thermometer; to refer to the electrolyte containing a Candidate List substance in a battery).

The mixture category is a pre-defined list - the European product categorisation system (EuPCS).

Candidate List substance in the article

Search based on the on the substances in the Candidate List (name, EC number, CAS number) present in the articles. Articles notified to the SCIP Database contain one or more Candidate List substance (in a concentration above 0.1 % w/w). The search is conducted by Candidate List substances entries, including for entries concerning a group of substances. The search results include notified articles containing the selected Candidate List substance direct entries and, if applicable, articles containing substances belonging to a group entry (group members). You may also choose to search for Candidate List substances that are no longer present in the latest submitted data on articles.

Pre-search for article category, material category, mixture category (EUPCS) and Candidate List substances

To facilitate searching, there is a pre-search to help find specific categories, as well as Candidate List substances of interest.

In the respective pre-search filter, fill in text with at least two characters. From the pre-search results list, the user can then select one or more items of interest, which can then be used to perform the main search for notified articles.

Reason for Inclusion

Search for articles containing substances based on the reason for which those substances of very high concern have been included in the Candidate List. These can be, for example, that the substance is carcinogenic; mutagenic; toxic for reproduction; persistent, bioaccumulative and toxic (PBT); very persistent and very bioaccumulative (vPvB); or has endocrine disrupting properties whether for humans or in the environment) (REACH Article 57).

It is checked based on the selected reasons, articles that contain Candidate list substances associated with the selected reasons. A results list of articles containing those substances is provided e.g. articles containing carcinogenic substances

Information in a SCIP notification factsheet

The SCIP notification factsheet (accessible from eye icons in the results table) contains detailed information on each article’s SCIP notification. The SCIP notification factsheet displays the latest information based on the most updated article submission from the suppliers of the article or complex object (product).

The factsheet of an article should provide sufficient information to allow safe use of the article. That safe use information aims at enabling all actors in the supply chain to take, at their stage, those risk management measures which follow from the presence of Candidate List substances in articles in order to guarantee their completely safe use, including at the waste stage.

The information that a supplier of an article must provide has to include the following information:

information that allows the identification of the article;
the identification of the Candidate List substances in the article, with concentration range and location, as appropriate; and
possibly any other information on the safe use of the article, available to the supplier, which is necessary to ensure proper management of the article once it becomes waste.

The top level entity of a factsheet can be an article as such (e.g O-ring or a packing bag) or a complex object (i.e. objects made up of more than one article, e.g bicycle or a smart phone).

On the factsheet of articles as such you would be able to find information to identify the article, information to ensure its safe use and information about the Candidate List substance that is contained in it.

On the factsheet of a complex object you would be able to find information to identify the complex object that is place on the market (top level entity), information to ensure its safe use and information about articles in the complex object that contain a Candidate List substance. The relation in a complex object between the top level entity (the complex object – product - placed on the market) and the articles in the complex object that contain a Candidate list substance is displayed with a tree or hierarchy view (of the complex object’s components and subcomponents).

The SCIP factsheet header includes an overview of the key information about the article placed on the market. This section displays the name and identifiers related with the article or complex object (product), a link to the safe use information and a list of the Candidate List substances contained in the article or complex object along with the reason for inclusion of those substances to the Candidate List.

The SCIP factsheet navigation menu gives the hierarchical relationship and structure of the article as provided by the notifier. The menu is structured as follows:

Top level entity – what is placed on the market/notified
- Components
  - Subcomponents
    - ... as many layers as notified
      - Candidate List substances present.

Clicking on the each element in the hierarchy will display the data relevant to that specific item, and will also expand any lower levels in the hierarchy, if relevant.

Clicking on a Candidate List substance will give the relevant details, including the amount present and the material into which the substance is incorporated.

IF there are more than 10 linked components, there will be a '...more' option at the bottom of the menu to expand what is shown.

In the factsheet body, the information provided is grouped into the following sections:

Article identity:

Identifiers

Article name or other names, and numeric or alphanumeric identifiers assigned by the supplier. They may appear, for example, on the article or complex object label or in catalogues.

The primary article identifier or other identifiers may be, for example, a European Article Number - EAN, Universal Product Code - GPC, Global Trade Item Number - GTIN, catalogue number or part number. Other name types may be brand or model.

Article Category

Classification of the article based on its function or use, i.e. a commonly understandable name or description from a harmonised list (CN/TARIC codes and description) based on the integrated Tariff of the European Union – TARIC – list. The TARIC list incorporates the Combined Nomenclature (CN) codes and descriptions as set out in Annex I to Council Regulation (EEC) No 2658/87 and the specific TARIC sub-headings). Production in the European Union

Indication whether or not the article has been produced or assembled in the European Union.

Note: The notifier has the option to report 'No data' in this section.

Characteristics

This information may help to enable the specific identification of the article. It may also help to distinguish the article from similar articles notified. In this context, a characteristic means a feature, quality or property of the article e.g the dimensions such as height, width and thickness, or the colour of the article.

Safe use instructions

Instructions to ensure the safe use of an article throughout the whole life cycle including service life, disassembly and the waste/recycling stage are provided in the respective SCIP notifications, when necessary. For example, no particular instruction is necessary to be provided in the SCIP notification to allow safe use of the article containing a Candidate List substance, when exposure can be excluded at all life cycle stages of the article including disposal.

Suppliers of the article are also allowed to provide specific instructions describing how to safely disassemble the article.

Candidate List substances in the article

The information about the Candidate List substances present in the article as such. Articles notified in the SCIP Database may contain one or more Candidate List substances. To view the information reported for the Candidate List substance present in the article (including the amount present and the material into which is incorporated), you should click on the substance included in the hierarchy menu.

Candidate List substance

Identification of the Candidate List substance by name and, when available, by EC and CAS number, as well as by the reason for inclusion in the Candidate List.

The displayed information may be provided at Candidate List entry level, namely for a 'group entry', or by identifying a Candidate List group member, i.e. a substance belonging to a 'group entry', depending on the information submitted by the supplier of the article.

Concentration of the Candidate List substance

The concentration of the Candidate List substance in the article in terms of concentration ranges. The concentration ranges are provided in % weight by weight (w/w) as submitted by the supplier of the article from a list of pre-defined ranges, one of them being the whole range that triggers the SCIP notification obligation: > 0.1% w/w and ≤ 100% w/w; which is the same as indicating that the concentration of the Candidate List substance in the article is above 0.1% w/w.

Material category

Identification of the material the article is made of (article matrix) where the Candidate List substance is present. The list of material categories is established by ECHA and is available at https://echa.europa.eu/scip-support.

Additional Material characteristic

Additional information on the material the article is made of from a pre-defined list of characteristics. This information complements the identification of the material the article is made of (article matrix) through the 'material category' in better describing that material.

Mixture category

The mixture category identifies a mixture containing the Candidate List substance (e.g. coating, adhesive, solder) incorporated in a further processing step of the article.

The mixture category refers to the solid state material, containing a Candidate List substance, incorporated in the article as a result of using that category of mixture (e.g. adhesives, solders, coatings). The mixture category may also to be used for objects that are regarded as articles containing an integral substance/mixture (e.g. to refer to the liquid containing a Candidate List substance in a thermometer; or to refer to the electrolyte containing a Candidate List substance in a battery).

The mixture category is a pre-defined list - the European product categorisation system (EuPCS).

Candidate List substances 'no longer present'

This section includes information about one or more Candidate List substances that used to be incorporated in older versions of the notified article but that are reported as being no longer present (i.e. substitution of the Candidate List substance by a safer alternative).
