Description of key information

In accordance with the general principles of Annex XI Section 1, the registrant considers that the viscosity study stipulated in Column, one Section 7.17 of Annex IX does not appear scientifically necessary.

 

Chapter R.7a: Endpoint specific guidance (Version 6.0, July 2017) of ECHA's Guidance on Information Requirements and Chemical Safety Assessment states in Section R7.1.18 that measurement of the viscosity of the substance is needed to determine the classification and labelling of the substance with regards to its general characterisation, its potential aspiration hazard and to give an indication of the penetration of the substance within soil.

 

The registrant considers that the substance is adequately characterised by the available data concerning its other properties and that the substance's viscosity is not a defining feature of the substance's overall physico-chemical profile. 

 

The substance is not a hydrocarbon and, as such, would not be classified as an aspiration hazard based on the results of the viscosity test in accordance with the criteria set out in Table 3.10.1 of the CLP Regulation. This negates the usefulness of the test with regards to determining the classification and labelling of the substance. 

 

The use pattern of the substance is such that direct or indirect exposure of the environment is anticipated for the substance, which precludes the usefulness of the results of the viscosity study with regards to the indication of the substance's penetration within soil.

 

As such, the registrant considers that it is justified to omit the viscosity study given the currently available data and use pattern for the substance.
