Conclusions:
A solution of 15.1 mg/L of 44% 3,6,9-Triethyl-3,6,9-trimethyl-l ,4,7- triperoxonane, 55% Petroleum distillates has a surface tension of 70.9 mN/m. Based on the criteria as outlined in the EEC guideline, it was concluded that 3,6,9-Triethyl-3,6,9-trimethyl-l ,4,7- triperoxonane, 55% Petroleum distillates should not be regarded as a surface active material.
Executive summary:

For REACH this endpoint could have been waived. According to ECHA Guidance on information requirements and chemical safety assessment. Chapter R.7a: Endpoint specific guidance p 78: The study needs only to be conducted if: based on structure, surface activity is expected or can be predicted; or surface activity is a desired property of the material. No surface active properties are expected, because of the absence of both a hydrophilic headgroup and a hydrophobic tail in the structure.
