Justification for classification or non-classification

According to CLP Regulation, Annex I, table 3.2.4 on criteria for skin corrosives, and according to the Guidance an Application of the CLP Regulation, section 3.2.2.6 Decision logic, as the pH value of the substance is = 11.5, sodium aluminium lithium oxide should be classified as corrosive.
