JUSTIFICATION FOR DATA WAIVING
It was not technically possible to undertake the test related to the determination of Oxidizing properties of solids (UN Test O1) or Oxidizing properties of liquids (UN Test O2), due to the nature of the test item. Indeed, several assays have been conducted (try to mix the substance as such with dried cellulose at room temperature and melted at 70°C) but it was not possible to prepare suitable homogenous cellulose/test item mixtures. Therefore the test is considered as not feasible for this kind of substances.
Moreover, in accordance with column 2 of REACh Annex VII, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. According to Regulation (EC) N°1272/2008 (CLP) criteria (Annex I §2.13.4./2.14.4., or as listed in the ECHA endpoint specific guidance on information requirements (R.7a, v5.0, December 2016, §R.7.1.13)), some known constituents of the substance contain oxygen, but this element is chemically bonded only to carbon (especially not bonded to nitrogen or other oxygen). Then oxidising properties are unlikely, and the classification procedure shall not apply, no further testing is required.
