Justification for classification or non-classification

No classification required. Molybdenum dioxide is not flammable. This assessment is based on structural/chemical considerations, long term experience and a test with molybdenum metal powder, which was not flammable. Since MoO2 represents Mo in a higher oxidation state, any violent /rapid reaction resulting in burning can be excluded with certainty.
