Justification for classification or non-classification

Substance has a high pH of 12 -13 and a content of sodiumhydroxide, which all warrants for the classification as corrosive to skin and eyes. It is probably also corrosive in the respirotoric organs, but exposure is highly unlikely because vapour pressure is low and it is used in low concentrations.
