This product is a colourless to yellow liquid at 20°C with an ammoniacal odour.

The product is a liquid above its melting point (13.1°C) and due to supercooling it can be in a liquid state below the melting temperature up to ~ 7°C. At 20°C, the anhydrous grade is a liquid and the aqueous solutions are obviously liquid at 20°C at any dilution.
