Justification:

The PBT Assessment for Bis(2-(2-butoxyethoxy)ethyl) adipate (CAS 141-17-3) is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

Persistence

Bis(2-(2-butoxyethoxy)ethyl) adipate (CAS 141-17-3) is readily biodegradable according to OECD 301 B (82% (CO2 evolution) after 28 d). Thus, the substance does not meet the screening criterion for persistence and is not considered to be P or vP.

Bioaccumulation

The substance has a log Pow < 4.5. Thus, the screening criterion for aquatic bioaccumulation is not met. Moreover, due to the rapid environmental biodegradation and metabolism via enzymatic hydrolysis of Bis(2-(2-butoxyethoxy)ethyl) adipate, a relevant uptake and bioaccumulation in aquatic organisms is not expected. Enzymatic breakdown will initially lead to the free fatty acid and the corresponding alcohol. From literature it is well known, that these hydrolysis products will be metabolised and excreted in fish effectively (Heymann, 1980; Lech & Bend, 1980; Lech & Melancon, 1980; Murphy & Lutenske, 1990). This is supported by the low calculated BCF value 6.33 L/kg ww (BCFBAF v3.01, Arnot-Gobas, including biotransformation, upper trophic). Please refer to Chapter 5.3 of the technical dossier for a detailed overview on bioaccumulation. Thus, the substance does not meet the criterion for bioaccumulative and it is not considered to be B or vB.

Toxicity

Bis(2-(2-butoxyethoxy)ethyl) adipate is not classified according to Regulation (EC) No 1272/2008. Moreover, the EC10 derived from the available algae study is well above the trigger value of 0.01 mg/L. Thus, the substance does not meet the T-criterion.

 

In conclusion the substance is not PBT/vPvB.
