The PBT Assessment for 2,2'-[ethane-1,2-diylbis(oxy)]bisethyl diacetate is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2014).
Persistence
2,2'-[ethane-1,2-diylbis(oxy)]bisethyl diacetate (CAS 111-21-7) is readily biodegradable in view of the results of one study conducted according to OECD 301C (60% (O2 consumption) in 28 d). Thus, the test substance does not meet the screening criterion for persistency and it is not considered to be persistent (P) or very persistent (vP).
Bioaccumulation
2,2'-[ethane-1,2-diylbis(oxy)]bisethyl diacetate (CAS 111-21-7) has a log Kow of 0.03 (OECD 117). Thus, the test substance does not meet the screening criterion for bioaccumulation (log Kow ≥ 4.5) and it is not considered to be bioaccumulative (B) or very bioaccumulative (vB).
Toxicity
A long-term toxicity value for Pseudokirchneriella subcapitata is available, NOEC (72 h) > 100 mg/L (nominal). Moreover, the test substance is not classified for toxicity according to the criteria in Annex XIII of Regulation (EC) No 1907/2006 based on Directive 67/548/EEC and Regulation (EC) No 1272/2008 (2nd ATP). Thus, the criteria set out in Annex XIII of Regulation (EC) No 1907/2006 are not met and the test substance is not considered to meet the T criterion.
In conclusion,2,2'-[ethane-1,2-diylbis(oxy)]bisethyl diacetate is considered not to be PBT or vPvB.
