According to REACH Regulation, Annex IX, column 2, The study does not need to be conducted if the substance has a low potential for bioaccumulation (for instance a log Kow < 3).

Mono- and di-potassium salts of phosphorous acid are insoluble in octanol which therefore suggests that potassium phosphonate would not bioaccumulate in fish or other animals. However, a representative value of 0.5 L/kg ww has been used for risk assessment purposes.
