Justification:

According to the Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment, the criteria used to decide if a substance (or one of its constituents or transformation products in individual amounts ≥ 0.1 % (w/w)) must be regarded as a PBT or vPvB substance are set out in Annex XIII to the Regulation. Chloroform partitions to the atmosphere where it has a mean half-life of 70 days. About 90% of the substance in the environment is naturally produced. Chloroform does not accumulate in the environment. Chloroform  is not considered to be persistent and it  is not bioaccumulable, but only fulfils the criterion for toxic (T). Therefore, chloroform is not a PBT / vPvB.
