According to ECHA's "Guidance on information requirements and chemical safety assessment, Chapter R.7a: Endpoint specific guidance", the flash point is a key measure of the flammability of a liquid. Flash point measurement however can be waived as the substance is inorganic (acc. to column 2 of the table given in REACH Annex VII, see respective endpoint entry). Methods on assessing flammability in the first place are designed for gases and solids. For liquids, only the pyrophoricity and flammability on contact with water are considered in this connection, a case also not applicable to the test substance. A flammability study on titanium oxychloride, which only can get stabilised in aqueous solutions in presence of hydrochloric acid, therefore is being waived.
