Justification:

ECHA's Guidance on Information Requirements and Chemical Safety Assessment, Chapter R.11: PBT Assessment (2008d), page 12, states that “The PBT and vPvB criteria of Annex XIII to the Regulation do not apply to inorganic substances". Tungsten carbide is an inorganic substance, and therefore the PBT and vPvB assessment is not required.
