The testing methods are not applicable, due to the following reasons:

1. Flue dust is a complex inorganic substance (UVC). The solubility properties of the substance can differ substantially from what is observed for each individual constituent of the substance. In addition, the substance is heterogeneous in size and composition on a microscopic/macroscopic scale. Therefore, a representative result is hardly achievable, especially when small amounts of the substance are weighed out (ECHA Guidance on information requirements and chemical safety assessment Chapter R.7a: Endpoint specific guidance, page 94).

2. Some main constituents of the substance (cement clinker phases) react with water and form water stable, highly insoluble hydration products. These stable products are well known from the intended reaction of cement with water. This water-insolubility of the hydration products is the reason why concrete can be used for construction in and under water.

Some other constituents are moderately and some are highly water soluble. Due to the broad range of these constituents, no definite solubility can be given for Flue dust.
