Justification:

The test material hydrolyses in water. It is therefore not persistent (not P, not vP). The log Pow is low and therefore the potential for bioaccumulation is very low (not B, not vB).

According to Annex XIII of regulation 1907/2006/EC, a substance does not fulfill the criterion if the long-term NOEC for marine or freshwater organisms is higher than 0.01 mg/l and if there is no evidence of chronic toxicity considering human health and no classification as carcinogenic (Cat. 1, 2), mutagenic (Cat. 1, 2) or toxic for reproduction (Cat. 1, 2, 3) according to directive 67/548/EEC.

As the lowest NOEC of the substance for long-term exposure in aquatic organisms is greater than 0.01 mg/l, the substance is not classified as CMR and is not chronic toxic for human health, therefore the substance does not meet the classification criteria for toxicity.
