According to column 2 of Annex VII of Regulation (EC) 1907/2006, the test only needs to be conducted if based on structure, surface activity is expected or can be predicted or if surface activity is a desired property of the material. As surface activity is not a desired property of the material and there are no structural alerts indicating surface activity, it is not deemed necessary to conduct a test to determine the surface activity of the substance.
