Description of key information

According to the REACH Regulation (EC 1907/2006), Annex VII, Column 2, the study does not need to be conducted because the substance is incapable of reacting exothermically with combustible materials on the basis of the oxygen balance values and the known experience in the handling and use.

Justification for classification or non-classification

An oxidizing substance is one that, while not necessarily combustible, may cause or contribute to the combustion of other materials. Oxidizing substances generally act by yielding oxygen; however, those that release active halogens can also act as oxidizers. An experimental study has not been conducted, but based on the chemical structure and oxygen balance values, the substance is not capable of reacting exothermically with combustible materials, therefore classification as oxidising is not warranted.
