According to the REACH Regulation (EC 1907/2006), Annex VII, Column 2, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bound to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms).

Test substance does not contain oxygen or halogen atoms bound to the dye moiety; chloride atoms are only present as salification.

Justification for classification or non-classification

According to the definition set out in the CLP Regulation (EC 1272/2008), an explosive substance or mixture is a solid or liquid substance or mixture of substances, which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Pyrotechnic substances are included even when they do not evolve gases.

The test item is not classified because it does not contain oxygen and halogen atoms in the dye moiety.
