Basic Yellow 094 satisfies the screening criteria reported in the CLP Regulation (EC 1272/2008), which are in principle the same as the wording in Section 6 of Appendix 6 to the UN-MTC*, because it contains oxygen chemically bonded only to carbon or hydrogen.

Justification for classification or non-classification

According to the CLP Regulation (EC 1272/2008), 2.14 section, oxidising solids means a solid substance which, while in itself is not necessarily combustible, may, generally by yielding oxygen, cause or contribute to the combustion of other material.

According to the section 2.14.4, for organic substances the classification procedure for this class shall not apply if the substance does not contain oxygen, fluorine or chlorine; or the substance contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen.

Basic Yellow 094 does not contain any fluorine or chlorine atom; oxygen atoms are chemically bonded only to carbon or hydrogen, thus the classification procedure does not apply.

In conclusion, Basic Yellow 094 does not meet the criteria to be classified as oxidising solid, according to the CLP Regulation (EC 1272/2008).
