As reported in attached study report, the test item is not highly flammable.
Executive summary:

First, a safety test was performed. A small amount of the test item was heated on a mag-nesia groove with a gas burner in order to derive safety precautions. The test item melted to a black mass, burnt and boiled. In the preliminary screening test following the EU method, the test item was heated with the flame of a teclu burner. The test item melted to a black –brown liquid. No ignition was observed. After cooling down the residue became solid. Therefore, the test item Palmitoyl grape seed extract should be considered as not highly flammable
