Please be aware that this old REACH registration data factsheet is no longer maintained; it remains frozen as of 19th May 2023.

The new ECHA CHEM database has been released by ECHA, and it now contains all REACH registration data. There are more details on the transition of ECHA's published data to ECHA CHEM here.

PBT assessment: overall result

Reference
Name:
tetrakis(2-hydroxyethyl)ammonium hydroxide
Type of composition:
legal entity composition of the substance
Reference substance:
tetrakis(2-hydroxyethyl)ammonium hydroxide
PBT status:
the substance is not PBT / vPvB
Justification:

The available evidence on degradation is not sufficient for an assessment based on the Annex XIII criteria for persistence (P and vP). As the substance is concluded to be not readily biodegradable (according to OECD criteria), it should be considered as potentially P/vP from a precautionary point of view until further data become available.

The substance is considered to be ‘not B/vB’, based on an estimated log Kow of -5.96 (KOWWIN v1.68; EPISuite v4.11). Furthermore, the substance is concluded to be ‘not T’ since the lowest calculated effect value available is >> 0.1 mg/L (aquatic invertebrates: 48-h EC50 >100 mg/L; BASF AG, 1998) and the screening criteria for toxicity according to the ‘Guidance on Information Requirements and Chemical Safety Assessment, Chapter R.11’ (ECHA, 2017) are, therefore, not fulfilled. In addition, the substance holds no relevant classification.

In conclusion, tetrakis(2-hydroxyethyl)ammonium hydroxide (CAS 631-41-4) does not fulfill the PBT/vPvB criteria.
