Conclusions:
The substance is imported and marketed in Europe in the form of its liquid formulation into water (<30% concentration). Therefore, there is no flammability hazard.
In addition for the powder: the core structure Cobalt Phthalocyanine (CAS N° 3317-67-7) is not flammable, and addition of sulfonate groups shall not change this property since these chemical groups are not associated with flammable properties. Thus, it is concluded that the powder is not a flammable solid.
