Justification for classification or non-classification

The submitted substance contains no chemical groups associated with explosivity, as they are listed in the ECHA "Guidance on information requirements and chemical safety assessment" or the ECHA "Guidance on the Application of the CLP Criteria" or e.g. in Bretherick's Handbook of Reactive Chemical Hazards, on page S20 ff, 5th edition, 1995, Butterworth-Heinemann, Oxford.

The test procedure described in Regulation (EC) No 440/2008, method A.14 need not be carried out when examination of the structural formula established beyond reasonable doubt that the substance has no explosive properties. The submitted substance is therefore not considered to be explosive.
