- The test is designed to measure the potential for a solid substance to increase the burning rate or burning intensity of a combustible substance when the two are thoroughly mixed. In this test certain mixtures of the test substance and of the reference substances with cellulose are formed to a defined conical pile. After electrical ignition on a plate with low thermal conductivity the mean burning time from five trials is determined. If the mean burning time of the substance mixture with cellulose (lowest of the two ratios 4:1 and 1:1) is less than that of a 3:7 mixture of potassium bromate with cellulose the criterion for Div. 5.1 is fulfilled. In this case further reference mixtures (2:3 and 3:2 ratios of potassium bromate and cellulose) have to be tested in order to find the assignment of the substance to the different packing groups (PG I – PG III) in Div. 5.1.
The test criteria for determining oxidizing properties of the substance are:
Packing Group I: any substance which, in the 4 :1 or 1:1 sample to cellulose ratio (by mass) tested, exhibits a mean burning time less than the mean burning time of a 3:2 mixture, by mass, of potassium bromate and cellulose.
Packing Group II: any substance which, in the 4 :1 or 1:1 sample to cellulose ratio (by mass) tested, exhibits a mean burning time equal to or less than the mean burning time of a 2:3 mixture, by mass, of potassium bromate and cellulose; and which does not meet the criteria for packing group I
Packing Group III: any substance which, in the 4 :1 or 1:1 sample to cellulose ratio (by mass) tested, exhibits a mean burning time equal to or less than the mean burning time of a 3:7 mixture, by mass, of potassium bromate and cellulose; and which does not meet the criteria for packing groups I and II.
