An examination of the structural formula of HFO-1234ze (1,3,3,3-tetrafluoroprop-l-ene) has been conducted, along with other thermodynamic calculations, to assess the likelihood of the material exhibiting oxidising or explosive properties. It has been concluded, beyond reasonable doubt, that the material will not possess explosive properties. The majority of the data for exemption has been provided by analogy with similar fluorinated, unsaturated alkenes. In addition, it is impossible to induce rapid or explosive polymerisation in HFO-1234yf

Based on this combination of factors, it is concluded that, on the balance of data available, the material will not exhibit explosive properties. Although the presence of the unsaturated -C=C- group suggests that there is a possibility of the material exhibiting explosive properties, due to the risk associated with the polymerisation of unsaturated fluoromonomers, comparison of classified analogous compounds suggest that no explosive properties should be exhibited by the substance.

Based on the available information, the test substance HFO-1234ze is not classified as explosive in accordance with EU Classification, Labelling and Packaging of Substances and Mixtures (CLP) Regulation No. (EC) 1272/2008.
