In accordance with Regulation (EC) No 1907/2006, Annex VII, Section 7.11, Column 2, testing for explosive properties is not considered to be required for vanadium dioxide. It is considered to be “inert” in the context of explosivity, since it dioxide is void of any chemical structures commonly associated with explosive properties, such as metal peroxides, peroxo-acid-anions, azides, and halogen oxides. Furthermore, long-term industrial experience in practical handling of vanadium dioxide shows that it is not explosive.
