ECHA reports on the progress made in 2022 in dossier and substance evaluation in line with Article 54 of REACH.

Progress in compliance checks 

In 2022, ECHA continued its work on screening structurally similar substances in groups: as in the previous years, ECHA started assessments for around 2 000 substances. Based on the group assessments of regulatory needs, in 2022 ECHA has selected 294  substances representing 46  groups for compliance check.   

Important hazard data has been requested to clarify concerns related to human health and environmental hazards, including those affecting reproduction and causing genetic mutations.

In 2022, ECHA carried out 302 full compliance checks covering 280 unique substances. The full checks focused on addressing relevant higher-tier hazard endpoints for substances or groups of substances of potential concern mainly in the higher tonnage bands. In addition, ECHA conducted 28 targeted compliance checks, which together with the full checks resulted in a total of 330 compliance checks performed in 2022, covering over 2 300 registration dossiers, and addressing 295 unique substances.

The Agency continued in 2022 checking compliance of those dossiers where registrants opted out from the joint submission and instead submitted their information separately. Checking these dossiers contributes to ensuring a level playing field and supports the functioning of the internal market. The Agency checked compliance for 13 dossiers covering 12 substances submitted by companies opting out from joint submissions. Consequently, 12 draft decisions were sent for 11 substances. 

Outputs of dossier assessments in 2022 

ECHA performed 302 full compliance checks (CCHs) and 213 testing proposal examinations (TPEs), covering 475 unique substances. The selection of registrations for compliance check was mainly based on (groups of) substances raising potential hazard- or exposure-based concerns. 
ECHA issued 459 draft decisions: 277 on the abovementioned compliance checks and 182 on testing proposal examinations.
