Justification for classification or non-classification

In acute oral gavage and dermal exposure studies with C-4000 the substance produced no mortalities at the highest doses tested [2,000 mg/kg bw].  Because the substance is of low acute oral and dermal toxicity, and there were no mortalities observed in the primary irritation studies, and the potential for inhalation exposure to C-4000 is low under reasonably anticipated conditions of use, C-4000 should not be classified for all routes of exposure according to Directive 67/548/EEC or Regulation (EC)1272/2008.
