Conclusions:
According to OECD Test Guideline 115 and Regulation EC No. 440/2008 Part A Method A.5. the surface tension at 20 °C of the test item Beta-alanine, N-(2-aminoethyl)-N-[2-carboxyethoxy)ethyl]-, N-coco acyl derivs., disodium salts (aq.solution) was determined to be: sigma = 34.9 mN/m according to Regulation EC No. 440/2008 Part A Method A.5. the test item is to be regarded as surface active material.
