PBT/vPvB criteria and justification

Persistence (P) Assessment: A substance is not considered to be persistent if it can be demonstrated that it has potential to degrade (via photolysis, hydrolysis and/or biodegradation)

In a ready biodegradation study no biodegradation was observed. This may be due to the fact the substance is very volatile and is likely to rapidly partition to air. It's fate in air is unknown and it is not possible to determine if the substance persists in the atmosphere or undergoes abiotic processes such as photolysis or hydrolysis. It is unlikely to persist in the aquatic environment due to volatilisation. However, without further information the substance can be considered potentially persistent.

 

Bioaccumulation (B) Assessment: HCFO 1224yd(Z) has a log Kow of 2.4 and therefore is not considered potentially Bioaccumulative (B).

 

Toxicity (T) Assessment:

 

Human Health Hazards Assessment (T)

HCFO 1224yd(Z) does not meet the criteria for classification as carcinogenic in Category 1A or 1B (assigned hazard phrases: H350 or H350i), germ cell mutagenic in Category 1A or 1B (assigned hazard phrase: H340), toxic for reproduction in Category 1A, 1B and/or 2 (assigned hazard phrases: H360, H360F, H360D, H360FD, H360Fd, H360fD, H361, H361f, H361d or H361fd), specific target organ toxic after repeated dose in Category 1 or 2 (assigned hazard phrase: H372 or H373), according to Regulation EC No 1272/2008. Therefore, HCFO 1224yd(Z) does not meet the criteria to trigger classification as toxic to human health (T).

 

Environmental Hazards Assessment (T)

The lowest recorded freshwater EC50 for HCFO 1224yd(Z) was for algae growth rate at >4.87 mg/l. In this study no effects were observed but due to the difficulty of the test item the maximum measured mean concentration was 4.87 mg/l. Therefore, HCFO 1224yd(Z) does not meet the criteria of an EC/LC50 of <0.1 mg/l to trigger classification as toxic to the environment (T)

 

Conclusion of PBT/vPvB assessment

Data available for HCFO 1224yd(Z) shows that HCFO 1224yd(Z) may potentially be classified as P or vP but is not considered B/vB. It is also not considered toxic to human health or the environment according to the criteria in the Regulation.

Therefore, HCFO 1224yd(Z) is not classified as PBT or vP/vB.
