Justification for data waiving:
the study does not need to be conducted because the substance is known to be stable in contact with air at room temperature for prolonged periods of time (days) and hence, the classification procedure does not need to be applied
Justification for type of information:
In accordance with section 1, Annex XI of Regulation (EC) 1907/2006 (REACH), the study does not need to be conducted. Testing of flammability is not considered to be required for inorganic oxides in which the cation is in its highest possible oxidation state (e.g. disodium titanate), and which therefore are incapable of further reaction with oxygen. This substance can thus be designated as non-flammable. (Guidance on information requirements and chemical safety assessment Chapter R.7a: Endpoint specific guidance, section R.7.1.10.3).

Conclusions:
