Conclusions:
According to regulation (EU) No 1907/2006 Annex VII, flash point does not need to be conducted if the substance is inorganic; or the substance only contains volatile organic components with flash-points above 100°C for aqueous solutions; or the estimated flash-point is above 200°C; or the flash-point can be accurately predicted by interpolation from existing characterised materials. The melting point of the test item is 200-237°C; therefore testing the flash point of the test item is scientifically unjustified.

According to REACh Guidance R7a 7.1.9.4 flash point is only relevant to liquids and low melting point solids. The test material is not a low melting point solid (the melting point of the test material is 200-237 degrees C) or a liquid and therefore testing for this endpoint is scientifically unjustified.
