Description of key information
A waiver argument is presented in favour of not conducting a flammability study on 2,4-Dichlorophenol. 2,4-Dichlorophenol is not considered to be flammable.

The Guidance Document “Guidance on Information Requirements and chemical safety assessment, Chapter R.7a : Endpoint specific guidance” contains three “definitions” relating to flammability (subsection R.7.1.10):-
· Pyrophoricity
· Flammability on contact with water
· Flammability with respect to gases, liquids and solids.
2,4 -Dichlorophenol is not pyrophoric since it can readily be stored and manipulated in air.
2,4 -Dichlorophenol is not flammable in contact with water nor does it emit flammable gases in contact with water. 2,4 -Dichlorophenol is soluble in water (4.5 g/L) and forms a stable solution.
Furthermore, to conduct a test on 2,4 -dichlorophenol to determine flammablity as a solid is not deemed relevant. The method employs a "train" of the solid material (250 mm in length). An ignition source is applied to one end of the train and the substance is observed to ascertain if any propagation of any flame takes place. Since 2,4 -dichlorophenol melts at 45°C, the substance will liquify and thus the test as a flammable solid will no longer be appropriate.
2,4 -Dichlorophenol has a flash point of 110.6°C and thus is not considered to be a flammable liquid.
Therefore, 2,4 -Dichlorophenol is not regarded as flammable.
