Description of key information
The SIDS dossier includes proprietary skin and eye irritation studies. Owing to effects observed in acute dermal and inhalation studies and skin and eye irritation studies the substance is regarded as corrosive. Human exposure reports also show the substance to be corrosive.

Additional information
A skin irritation study was conducted using an 80% solution of the test substance in water. During observation (from 15 minutes to 20 hours) a persistent strong necrosis, oedema and reddening of the skin were observed. The necrosis was not reversible. This study (not performed to GLP) served to classify the substance in the EU as corrosive R34, but the report was not available to the reviewers in the SIDS dossier. So, there are no details available on the purity of the substance, the number and the strain of animals tested and the method employed or guideline followed. In addition, during the course of an acute dermal toxicity study (see section 7.2.3) where the substance was applied in molten form under semiocclusive patches, marked to severe irritation occurred followed by skin necrosis locally at the site of application. Skin lesions were slightly reversible at low doses but were not reversible at high doses after 2 weeks of observation.
With regard to eye irritation, a Dow study noted severe corneal damage in the eyes of rabbits after a single direct application of 0.1 ml of 2,4 -dichlorophenol. After 30 seconds the eyes were washed/rinsed. The washing/rinsing of the eyes did not prevent the corneal damage. In addition, during the course of an acute inhalation toxicity study where the substance was administered as an aerosol at different concentrations, closed eye lids and tears were observed and corneal opacity was noted. Corneal changes were reversible within 24 hours after cessation of exposure.
The information presented above consitutes an assessment of available data on skin irritation/corrosion and eye irritation with regard to 2,4 -dichlorophenol.
Annex VII of Regulation (EC) No 1907/2006 in section 8.1 (with regard to skin irritation/corrosion) and section 8.2 (with regard to eye irritation) states that in vitro studies do not need to be conducted if available information indicates that the criteria are met for classification as corrosive to the skin or irritating to eyes.

Justification for classification or non-classification
The available information referenced in sections 7.3.1 and 7.3.2 indicate that the substance should be classified as corrosive (irreversible damage recorded on skin and eyes).
