The guidance of R.7.1.10.3 has been reviewed with reference to the known properties of the registered material. The registered material is a solid which does not display properties which would indicate it is flammable. The molecular structure of the test material does not contain any structural or chemical functional groups associated with properties of flammability. The only functional groups of the molecule are carboxylic acid groups and a sulfonate salt group. Neither of these groups display any flammable properties. The material is not pyrophoric; it does not react strongly with water, but is highly soluble and stable in water. The material has no functional groups associated with explosivity. On heating in the presence of air the material remains a solid up to 300 deg C, without melting. The material is a salt and therefore does not exert significant vapor pressure at ambient temperature. The above information sufficiently indicates that the material is not flammable or classifiable as flammable, and further testing for flammability is not needed.
