Justification:

According to Annex XIII of Regulation (EC) 1907/2006 a PBT and vPvB assessment shall not be conducted for inorganic substances. Zinc bis(2-ethylhexanoate) is an inorganic metal salt, thus a PBT and vPvB assessment is not required. However, zinc bis(2-ethylhexanoate) consists of zinc cations and 2-ethylhexanoic acid anions. The latter is readily biodegradable, thus not persistent and not PBT / vPvB.
