Description of key information

Non-graphitic carbon fibres within the scope of this registration are not expected to be bioavailable and therefore bioaccumulation does not appear to be of concern.

According to Annex IX section 9.3.2, Column 2 of the REACH Regulation a study does not need to be conducted if the substance has a low potential for bioaccumulation. Carbon is a naturally occurring compound. Since it is continuously cycled in the environment, bioaccumulation does not occur. In addition, the macromolecular structure of the substance makes crossing biological membranes unlikely. Thus, it is scientifically not necessary to conduct a study.

Furthermore, the substance is regarded as inorganic. A PBT assessment appears to be scientifically not justified according to ECHA's Guidance on Information Requirements and Chemical Safety Assessment, Chapter R.11: PBT/vPvB assessment, section R.11.2.1: "Annex XIII to REACH is generally applicable to any substance containing an organic moiety. Based on the common definition of an organic substance in chemistry, PBT and vPvB criteria are not applicable to inorganic substances."
