JUSTIFICATION FOR DATA WAIVING
In accordance with REACH Annex XI this study is scientifically unjustified. The flammability of liquids is determined on basis of their flashpoint (in combination with their boiling point), their ability to emit flammable gases upon contact with water and their pyrophoricity.

the study does not need to be conducted because the organic substance does not contain metals or metalloids and hence, the classification procedure does not need to be applied
Justification for type of information:
JUSTIFICATION FOR DATA WAIVING
The structure of the test substance does not contain groups that might lead to the evolution of a dangerous amount of flammable gas when coming into contact with water or damp air. No metals, transition metals, boron or silicon are present. The chlorine present in the test substance will decompose to HCl but that will predominantly remain dissolved in the water phase. In addition, HCl is not flammable, and is therefore no concern for the flammablility in contact with water.
The practical experience of the sponsor and the test facility (e.g. water solubility study) shows that no gases are developed, when the test substance is in contact with water. The test substance is therefore regarded as not being flammable in contact with water.

Justification for data waiving:
the study does not need to be conducted because the substance is known to be stable in contact with air at room temperature for prolonged periods of time (days) and hence, the classification procedure does not need to be applied
Justification for type of information:
JUSTIFICATION FOR DATA WAIVING
The molecular structure of the test substance does not contain any chemical groups that might lead to spontaneous ignition a short time after coming into contact with air. The test was not performed experimentally because practical experience exists at the sponsor and the test facilities, e.g. when handling small amounts of the test substance repeatedly in air during testing. Moreover, according to the auto-ignition study on test item, the substance does not ignite in temperatures up to 440 °C. The test substance is therefore regarded as not being pyrophoric.
