Justification:

The PBT Assessment for 3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooct-1-ene (CAS 25291-17-2) is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

Persistence

3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooct-1-ene is not readily biodegradable (0% after 28 days). Thus, the substance is considered to be vP/P.

Bioaccumulation

An experimental study according to OECD 305 resulted in a low potential for bioaccumulation. A BCF of 300 - 380 (whole body wet weight, steady state) was calculated. The BCF is clearly below the trigger value of 2000. Thus, 3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooct-1-ene is not considered to be B/vB.

Toxicity

3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooct-1-ene is classified as STOT RE 1 (H372). Therefore, the substance meets the T criterion.

Conclusion

In conclusion, 3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooct-1-ene is not considered to be PBT or vPvB.
