Description of key information

For short-term aquatic toxicity, no data available on the UVCB substance “Reaction product of saturated palm kernel fatty acids and oxybispropanediol”. As the substance is an UVCB-substance, expert group assessments of the components in the UVCB substance and substances with similar properties are considered the most valid method for the assessment. Therefore, an overall weight-of-evidence approach is used for the assessment.

Several test data are available on the aquatic short-term toxicity on the main constituents, on relevant substance groups and expected primary degradation products. Further, QSAR predictions of short-term toxicity using the Danish QSAR database for both the main constituents and expected degradation products from the primary biodegradation have been used to support and complement the test data.

The data shows that the use of toxicity data for Alcohol Ethoxylates (AE) probably is conservative, as the effect concentrations of these in general is lower than the observed effect concentrations for both polyglyceryl fatty acid esters, polyglycerols and fatty acids.

As a conservative approach, the following conclusions based on weight-of-evidence can established:

96hr-LC50 (fish)=1.3 mg/L;

48hr-EC50 (invertebrates)=1.1 mg/L;

72hr-EC50 (algae)=2.0 mg/L;

72hr-NOEC (algae)=0.4 mg/L;

For long-term aquatic toxicity, data are based on the relevant substance group, Alcohol Ethoxylates (AE). As a conservative approach, the following conclusions based on weight-of-evidence can established:

Long-term toxicity to fish: EC10≥0.213 mg/L

Long-term toxicity to Daphnia magna: EC10≥0.355 mg/L.
