Description of key information

According to REACH Annex VII, column 2, the skin irritation study does not need to be conducted if the substance is a strong acid (pH ≤ 2,0) or base (pH ≥ 11,5). The 1,3-bis(3-(1H-imidazol-1-yl)propyl)urea (98% purity) has a pH of 11.5 and should therefore be classified as skin corrosion category 1 (H314), according to Regulation (EC) No 1272/2008. Furthermore, no eye irritation study needs to be conducted since the substance is classified as skin corossive, leading to classification as serious eye damage category 1 (H318), according to Regulation (EC) No 1272/2008.

Reference
Endpoint:
skin irritation: in vitro / ex vivo
Data waiving:
study scientifically not necessary / other information available
Justification for data waiving:
the study does not need to be conducted because the substance is a strong acid (pH ≤ 2.0) or base (pH ≥ 11.5) and the available information indicates that it should be classified as skin corrosion (Category 1, 1A, 1B or 1C)
Justification for type of information:
According to REACH Annex VII, column 2, the study does not need to be conducted if the substance is a strong acid (pH ≤ 2.0) or base (pH ≥ 11.5). The substance has a pH of 11.5 and should be classified as skin corrosion (Category 1), according to Regulation (EC) No 1272/2008.

Reference
Endpoint:
eye irritation: in vitro / ex vivo
Data waiving:
study scientifically not necessary / other information available
Justification for data waiving:
the study does not need to be conducted because the substance is classified as skin corrosion, leading to classification as serious eye damage (Category 1)
Justification for type of information:
According to REACH Annex VII, column 2, the eye irritation study does not generally need to be conducted if the substance is classified as skin corrosive leading to classification as serious eye damage (Category 1), according to Regulation (EC) No 1272/2008.
