Applicant's summary and conclusion

Conclusions:
R-Pantolactone has to be considered as a not surface active substance.
Executive summary:

The surface tension of R-Pantolactone in water (at a concentration of about 0.1%) was determined to be 72.2 mN/m at 19.6 °C ± 0.1 °C. Based on the criteria as outlined in the EEC Guideline and the results of this study, R-Pantolactone has to be considered as a not surface active substance.
