Description of key information

In accordance with section 1 of REACH Annex XI, the study does not need to be conducted. 
The structual formula of Diethanolamine, propoxylated contains none of the functional groups quoted in Manual of Test and Criteria (fourth revised edition, appendix 6, article 5.3) which may react with water to emit flammable gases. Therefore, it can be concluded by expert judgment that 'Diethanolamine, propoxylated' does not emit flammable gases in contact with water. The determination according to EC Guideline A 12 is not necessary.

Justification for classification or non-classification

According to both Directive 67/548/EEC and GHS (Regulation EC 1272/2008), Diethanolamine, propoxylated can not be classified as flammable liquid, since its flash point of 198.5°C at 1013 hPa is much higher than 60°C. On the other hand Diethanolamine, propoxylated cannot emit flammable gases in contact with water.
