According to the REACH Regulation (EC n. 1907/2006), Annex VII, Column 2, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms). Direct Red 023 Reaction mass is incapable of reacting exothermically with combustible materials on the basis of its chemical structure: it contains oxygen/halogens atoms that are not chemically bonded to nitrogen or oxygen.

Justification for classification or non-classification

For organic substances is commonly used and accepted a screening evaluation that take into account the degree to which a substance can be oxidized, related to the chemical structure: Oxygen Balance (OB) calculation may be used as a further criterion, in combination with chemical structure evaluation, in order to predict whether a substance has the potential to be an oxidant. The oxygen balance is calculated from the empirical formula of a compound in percentage of oxygen required for complete conversion of carbon to carbon dioxide and hydrogen to water.

The oxygen balance is calculated using the formula:

 

Oxygen balance = - 1600 [2x + (y/2)-z]/molecular weight;

 

where:

X = number of atoms of carbon

Y = number of atoms of hydrogen

Z = number of atoms of oxygen

 

A negative oxygen balance is an indication that substance contains less oxygen than is needed; therefore, it is notexpected that substance may, generally by yielding oxygen, cause, or contribute to the combustion of other materials.

Oxygen balance was calculated for the former EC and resulted equal to - 142.

Based on the information and review of Direct Red 023 Reaction mass, it is deemed not to be potentially oxidising, based on the chemical structure, the oxygen balance values and the known experience in the handling and use of substances.

Therefore, Direct Red 023 is not classified as oxidising substance, according to the CLP Regulation (EC 1272/2008).
