JUSTIFICATION FOR DATA WAIVING
In accordance with REACH Regulation (EC) No. 1907/2006 Annex VII, column 2 section 7.13 the study does not need to be conducted if: 1. The substance is explosive and 2. The substance is potentially highly flammable. Therefore the test for oxidising properties does not need to be conducted as it is not scientifically necessary. Instead, testing for explosivity, self-reactive properties and flammability is presented. According to ECHA Guidance on Information Requirements and Chemical Safety Assessment (Chapter R.7a: Endpoint Specific Guidance, R.7.1.13.2 and R.7.1.13.3, July 2017) the study does not need to be conducted.

Justification for classification or non-classification

The substance does not meet classification criteria under Regulation (EC) No 1272/2008 as oxidising.


Since the substance cannot meet the definition of the ‘oxidising solids’ stated under CLP Regulation (EC) 1272/2008: Annex I, section 2.14.1: 'Oxidising solid means a solid substance or mixture which, while in itself is not necessarily combustible, may, generally by yielding oxygen, cause, or contribute to, the combustion of other material.'


The substance meets classification criteria under Regulation (EC) No 1272/2008 for flammable solids: category 1: H228: Flammable solid, (although is not classified due to explosive properties). The substance therefore is itself combustible and in addition, such flammable solids are rarely oxidising.
