In accordance with COMMISSION REGULATION (EC) N°440/2008 - A21, the tests need not to be performed when examination of the structural formula establishes beyond reasonable doubt that the substance is incapable of reacting exothermically with a combustible material. (see also Recommendations on the Transport of Dangerous Goods Test and criteria , 4th edidition 2003, United Nations, appendix 6)

The registered substance contains atoms of carbon, hydrogen and oxygen, the latter are only bounded with carbon and hydrogen, and thus cannot have oxidising properties. A test (A21 or ONU O.2) need not to be performed.

According to the chemical structure and the additional classification considerations given in the in the Regulation (EC) No 1272/2008 (CLP) of the European Parliament and of the Council of 16 December 2008 on classification, labelling and packaging of substances and mixtures, Chapter 2.13.4. it can be excluded beyond reasonable doubt that the registered substance has oxidising properties.

Justification for classification or non-classification

According to the chemical structure and the additional classification considerations given in the in the Regulation (EC) No 1272/2008 (CLP) of the European Parliament and of the Council of 16 December 2008 on classification, labelling and packaging of substances and mixtures, Chapter 2.13.4. it can be excluded beyond reasonable doubt that the registered substance has oxidising properties
