Justification:

A detailed analysis of the Persistence, Bioaccumulation and Toxicity has been brought together into a clear conclusion on whether 2,3-epoxypropyl o-tolyl ether is not a PBT/vPvB substance. An OECD 309 study on the 2,3 -epoxypropyl o-tolyl ether determined the DT50 to be 11.4 and 11.8 days for 20 ug/L and 100 ug/L respectively indicating not P. 2,3-epoxypropyl o-tolyl ether has a measured Kow of 2.5, well below the 4.5 cut off value for B.  The acute studies value is greater than the 0.1 mg/L and does not meet the T criteria. The data show that the properties of the substance do not meet the specific criteria detailed in Annex XIII and, consequently, that the substance is not considered a PBT/vPvB.
