Conclusions:
According to attached study report, the test item Palmitoyl grape seed extract is not oxidising.
Executive summary:

In the pre-test, the mixture of cellulose and test item was found to be inflammable. The maximum burning rate of mixtures of a reference item (Ba(NO3)2) was determined. Likewise, the burning rates of mixtures of the test item with cellulose (in different proportions) were determined. The burning rate of the three mixtures with the highest burning rate was determined six times. The average burning rate didn’t surpassed the maximum burning rate of the mixture of reference item and cellulose. The test item Palmitoyl grape seed extract is classified to be not oxidising.
