substance does not ignite and propagate combustion either by burning with flame or smouldering along 200 mm of the powder train within the 2 minutes test period

After 2 minutes of exposure to a hot flame from a gas burner, no ignition of the powder was observed. Exposure was prolonged to 4 minutes but still no ignition or flame propagation of was observed.
